iPhone Dev-Team member MuscleNerd has confirmed on twitter that Saurik and Chpwn are working hard to release an updated version of Cydia and have posted a teaser image.

In addition to it, Chpwn confirmed that Cydia has been ready for iOS 4.2 for months, but did not release because the current version works fine.

iPhone jailbreak community can expect to see a new build of Cydia after Apple releases final version of iOS 4.2. However, iPhone 3GS users on iOS 4.2 GM build can use patched version of PwnageTool to jailbreak their device using old bootrom.
